At this point, I powered down, swapped the order the SATA drives are hooked up swapped drive 1 to drive 2 , and I loosened the screws a bit on both of the drives. Preferably something around Gb to Gb, but at this point i’ll take what i can get.

Do you have most current bios? I then choose to format the partition using NTFS not the quick option and it “formats” the drive in under a minute.
